There are two investment options within the USA EB-5 Immigrant Investor Program:
Minimum Investment Requirements

EB-5 Immigrant Investor Program

There are two routes of investment under the immigrant investor program, investors may either invest directly in a new commercial enterprise, or through designated EB-5 Regional Centers that sponsors capital investment projects.

Foreign investors choosing the direct route will have to satisfy the capital investment requirements and job creation requirements set out as follows:

Capital Investment Requirements

A minimum investment of USD1,800,000 should be made to a new commercial enterprise, unless the enterprise is located in a targeted employment area (TEA), in which case the minimum investment is USD900,000. A TEA includes (i) rural areas or (ii) areas with unemployment at least 150% of the national average.

Job Creation Requirements

In addition, investments made have to create full-time jobs directly for at least 10 qualifying employees within 2 years to obtain permanent residence. This means the new commercial enterprise must itself be the employer of the qualifying employees.

Regional Center Program

In taking up the regional center route, the required amount of investments are the same as the direct route, but the money can be invested to an enterprise through a government-approved regional center. Since most regional centers are located in the TEAs, the usual amount of investment in regional center projects will only be USD900,000, which proves to be less burdensome.

Unlike a direct investor, a regional center investor can satisfy the job-creation requirement by creating either direct or indirect full-time jobs for at least 10 employees within 2 years. Indirect jobs have a wider meaning so long as it is created due to capital investment in the new commercial enterprise.

After 2 years, if the project invested by the applicant creates 10 jobs, the investor (and his spouse and unmarried children under 21) are eligible to become a permanent resident.
